2500 HD Diesel Draining Water From Fuel Filter

This is more info on the Broken Down in Baja truck. He dfo'ed along side the highway near the Bay of LA turn off. Got towed to Guerro Negro, had water in fuel and truck finally died when trying to stop. Problem was a waisted Diesel Injection Pump, guess water destroyed it. Owner tried to drain water after the 'water in fuel' light came on, he removed fuel cap, opened the drain on the bottom of the filter and nothing came out! Continued driving and then lost power and died. I have opened my drain and took cap off and I can not drain any fuel or liquid from my filter eithor. I tried using the prime pump and nothing came out, I could hear air entering the drain valve. Has anyone drained water from their filter? He for sure had water in his filter as the end result showed!! My question is How Do We Use This Drain??? Perhaps it only allows water to drain and not fuel, or does it work at all????
