clutch has gone to hell

so...latest problem...when i let off the clutch, it goes up about an inch, then sits there for awhile before it pops up.

Clutch return spring broke? Or binding in the pedal mechanism.

I'd assume this is a hydraulic clutch, so linkage down below probably isn't problem.

Is there a switch for the cruise control cancel that might be hanging up?
