Troubleshoot glove compartment USB power

I bought my 2018 used.  Shortly after, I found the usb port in the glove box and discovered that it doesn't provide continuous power (even to a USB stick or Android Auto wireless adapter).  Continuously cycles on and off.

 

Ive been ignoring it but would like to use the port.  I swapped fuses 26 and 27 with no improvement.  Fuses both look OK.

 

Any thoughts on next steps?
