Dry timing chain 2004 4.3 S-10

I'm replacing the timing chain and gear in an 04 S-10 ZR5. I get the cover off and the chain is tight as new The cam sprocket has multiple holes in the area just inside the teeth, this was made this way to use less material, lighten the gear, or it's just a cheap gear. The problem is there is no oil on the chain or gears, NO OIL!!! Is there a plugged hole I need to open? If so where is it? TIA
