Low coolant Temperature

Hello, My personal 2020 2500HD Duramax always runs at 210 but my emergency vehicle, even after climbing steep mountains fluctuates between about 170 and 180.  I can hear the fan come on at about 180 and it cools back down.  I am thinking it is the thermostat sticking open, but why would the fan come on at such a low temp?  It does not matter if the truck is sitting at high idle or pulling the hills.  The truck is always loaded and weighs 10,400 curb weight so it should be getting to operating temp.  Taking it to the shop for the HUD not working on Tuesday and I'll ask them about it also.  Any ideas?
