Check Engine Light due to open flapper in Filler Neck - 2017 2500HD 6.0

Hey, this is my dads truck.  He said he has a check engine light and he had them read the service code and they said it was due to this.    He doesnt know what part they quoted bur the part was $350 not including labor.  I assume it was a new filler neck. 

 

Anyway, is there a way to fix just this?  Is it an internal flapper?  Or the one on the outside that is visible?  Do you need to replace the whole filler neck to fix this?  I see a couple different options on gmpartscenter.com

My outer flap was half open when I bought my certified '17 but no CEL came on. I had it fixed under their warranty & yes, they replaced the whole neck assy. Mine was 84695986 Pipe Asy & 11611845 Retainer. My 17 is a Double Door 5.3 V8 w 6 speed with a standard bed.
