LED headlights don’t work

I have a 2014 GMC Sierra 1500 SLE. I just bought it and noticed that the LED lights around the halogen headlight never come on

Are they the DRL? I checked today and the halogen headlight is on during the day and they are also on at night. No matter what I set the lights at, only the halogen lights come on. Never the ring of LED’s
