Rusted Upper Head Bolt?

Good Evening,

   Quick question... I've been working on all sorts of vehicles for several years and haven't seen this, so I'm turning to the pros. 

   04 5.3 with 1200 miles on it (I didn't build it, but I put it in). Cracked head on passenger side. While replacing it, I noticed only one of the 5 small, upper head bolts on driver side head has rust all around it to the point of discoloring the aluminum.  This is the 2nd bolt from the firewall. There are no coolant passages in the block around that bolt.  No coolant in intake manifold... would a small fuel leak cause this? Just a cheap head bolt? Any other thoughts? Photo of normal bolt right next to it for reference. 

 

   Found the crack near the 2nd large bolt from firewall under valve cover by pressurizing coolant system, but intake was still on, so I couldn't see this bolt, but no liquid visible.

Moisture and condensation can easily build on a engine that is just sitting overnight or during the morning, that is probably why you are seeing the rust there. But also because it's likely a non factory replacement bolt kit that the coating peeled off of.
