I have a 2020 GMC Sierra SLT 5.3 10 speed Trans, Is it normal that reving up at idle it's like it has a rev limiter and will not let engine rev all the way to redlining it? I can only get RPM's up to 4000 to 5000 RPM...

Alternator is 'managed' by the computer -- it is not a simple voltage regulator like in days gone by.

There is a long list of things it uses to determine what output level it sets for the alternator.
