Fabric in front fenders?

2016 Silverado 2500

Hey guys, I took my front wheel liners off to clean up a bit and noticed Some wet leaves and dirt underneath the liner in the front fender “insulation/sound absorber”. Has anyone taken this stuff out? I cleaned it out best I could but it seems like a potential rust issue. Thanks
