OnStar Generation 10 Upgrade

My 2015 GMC Sierra 2500 did not come with OnStar Gen 10, But later model 2015's do have it.  That upgrade is the only way I can get the wifi in the truck. I called the dealer I bought it used from Beck & Masten in Houston about the upgrade but they said it is not possible unless I live in Canada..... I call BS, anyone on here successfully upgraded their OnStar Technology? I am looking at this on ebay

I am trying to add the factory wifi to the truck, only way to do that is with the onStar upgrade to generation 10.  I live and work out of my truck, the factory wifi is 250 per year for unlimited data, hard to compare to any normal cell plan for data.
