Steering column lock

I have two steering columns 

One from is from a 99 chevy silverado (work truck trim) 

And other from a 02 chevy silverado (lt model) 

I was wondering why the column from the 99 locks when I take the key out of the ignition and the one from the 02 doesn't lock. 

Is it by design or is it broken?
