Are 33" inch tires actually less than 33 inches?

Looking for new tires and came across a few comments that 33 inch tires aren't actually 33 I ches but about a half inch less.

So I started searching and from everything I've read online is true.

 

For instance these 33x12.5r22 nitto tetra grappler 2 tires are only 32.5 inches where as the 305/45r22 tires are 32.8 inches

 

I also read that LT 33 tires are only 33inches if inflated to the max PSI. Not sure if this is true.

 

So it would seem that to stay as close to stock as possible while getting a slightly wider tire, would be best to go with the 305 45 22 as opposed to the 33 12.50 22 tire11e19b81b622d3d8338271215f85769d.jpgc6d40d2af529c55162436f855be2f1c7.jpg

I have Yokohama X-AT LT275/70R18. They are 33.4x11.2 on my stock 18x8.5 wheels. So I don't believe that is completely true about what people say about the 33's. Different manufacturers with the same size have different dimensions. And some manufacturers make them bigger assuring that you get the true size that's advertised. For reference the largest in my size in All terrains/hybrid tires are the Yokohama's X-AT's, Cooper STT pro's and MasterCraft Courser CXT. All other All terrains in my size from other manufacturers are smaller.
