Registering a Mexico City-plated Cheyenne in California

My cousin is moving back from Tijuana to California but already bought a brand-new Sierra AT4 in Tijuana. Having been to the GMC dealership, I know all are California-complaint. The U.S. made versions sold in Mexico, for some reason, aren't California-legal but the Mexican-made version is. His VIN starts with 3.

Now that we have emissions issue handled, what is it like bringing a fully-compliant vehicle that wasn't bought new in the U.S.? I expect 2.5% import tax, I think.... that's it.. just bring it to the DMV and show the paperwork?
