Help me fix my parking brake please!!

I went to get my truck inspected and it failed due to the parking brake. I brought it home and tried to adjust it but it still wouldn't hold. The pads were looking a little rusty and the passenger side would stick. (coudln't take off the rotor after I released the parking brake)

I replaced the parking brake pads on both sides, along with the hardware. I adjusted the adjuster until I could just barely get the rotor on. Put it all back together and it still won't hold.

When I first started it wouldn't hold the truck on a hill in neutral. Now it will hold it in neutral but if you put it in gear it starts rolling with ease.

So what else could it be? The pedal goes all the way to the floor easily. Is there a such thing as a loose cable? Is there a way to adjust the cable? Or maybe even the pedal? Maybe I need to replace the cable? Thanks in advance for any information. BTW this is a 2004 2500HD with the two part parking brake pads.

Pumping the breaks will adjust the rear breaks as they have a adjuster that moves them out when adjusted. Per GM you should do this in reverse a few times but I have found that not to help. This process is for drum brakes and I was not clear that you have disk on the rear.

For my '04 Sierra 3500, the parking brake "adjustment" is automatic (after adjusting the PB's manually at the wheels), by applying & releasing the parking brake 3 times.  There is no in-line manual adjustment like that pictured in sefiroxx's post.  It only kind of works for me, as in I get some braking out of, but I'd like & expect more out of it.

IF you have disk rear brakes, its a good chance the inner drums are too worn for the e-brake to grab. You have and adjustment like is pictured above. Its on the outside of the frame rail about where the cab and bed meet. The one in the picture above is adjusted as much as possible. On my truck, I never set the brake except in hooking up trailers, and it has not ever been adjusted for stretch or wear.

I do not have an adjuster, on the cable itself, anywhere on this truck.

Did you look on the ebrake foot pedal. Older trucks you could adjust the cable on the foot pedal as well, or maybe it came loose at the pedal
