Yeah, personally I would rather not cut them and just have the storage bin mount over them. I don’t take my mats out that often, and with the excellent coverage these new GM ones offer, I really doubt I would have to take them out unless something drastic like the OP’s scenario happened.

My Trailboss floor mats are not cut and the storage bin fits just fine.
