My 2004 Silverado 1500 AC is not blowing out of the top vents, it only blows from bottom.  I took it to get diagnosed and asked for name and part number but when I looked online I couldn't find it. He said he it was called a "control head' part number 599-009. What can I do to fix this?

Try a Google search for 599-009. It's a Dorman part number and available at a lot of places i.e. Amazon, etc. It's the control module that's located in your dash that  has the temperature, fan speed, and HVAC function controls that you set.

Does the hot and cold functions work? Does the fan speed control work?

Fan works, I here it blowing, but it doesnt come out of top vents.  And its doesnt come out cold, it's similar to the temperature outside

It could jus be the blend door actuator that controls where the air blows out
