Ok, First of all, I would like to thank both of you for helping me out here. is this basically what I am going just leaving it plugged in and seeing if it works? 

I just want to make sure I am doing the right thing before I do it. Also, I read something about it possibly being a ground. I was wondering if I should check that while I am under it if that Actuator isn't working or would it not cause it to stop working?

And with the light flashing in the interior, and with it not engaging 4wd, it most likely is the actuator in the front axle (with a smaller possibility of it being the wiring).

 

Unscrew it from the front axle (there may be some oil that comes out, you might want to lift up the passenger side a bit more than the drivers side), and then watch it while shifting between 2 and 4wd.  It should extend when going into 4wd, and you shouldn't be able to stop it from extending, and then retract when going to 2wd.

Okay. So I took the actuator out and operated it, it worked. Then I put it back in and it would switch back and forth between 4 and 2, Though I didn't try into 4LO just 4HI assuming it would work...  So bottom line it's working now. Thanks. Also, I found my noise while driving. Turns out to be a tie rod. this pickup has been used to tow heavy trailers its whole life and put many miles on it currently 380 000KMS on it and is a 08, so is it normal for the front diff to be about an inch (give or take a bit) low or should I look into to see if it's leaking? I cleaned it off of oils which I am assuming it was tar from when I was driving down a road while they were taring it... I won't be driving it for the next week and I have lots of time to work on it (FINALLY). Thanks for all the help with the 4WD.

Glad it's working, just needed to get the cobwebs out of it.  About once a week I run mine through the paces to keep it exercised. 

 

Do you mean the fluid is about an inch below the fill plug opening?  It's supposed to be level or no more than 1/4"/6mm below the opening.  The front axle (9.25") on a 2500 takes 1.83 Quarts/1.73 Liters.  It takes 75W90 Synthetic.  Please double check this information against your owner's manual.  This is coming from my 2009s 2500 Yukon manual, should be the same but make sure.

Sorry for a long time awaited response.. would it just be best to fill it until it comes out to be sure, Or is that too full? That's all I did with my rear diff about 3 months ago because I know its leaking.
