Rusting hitch touch up

I have my 16 silverado and torklift hitch on my 16 Subaru. I live in NY. Both have been through 1 winter and are showing some light rust. What is the best way to touch them up annually to keep the rust from getting too bad? Wash, dry, Wire brush, air compressor off dust, rustolem rust converter then black rustolem high gloss enamel?

 

Anyone care to share their magic formula?

I used rustoleum on my last truck and it worked fine for a couple years. Just needed touched up again. You can take it off and have it powdercoated like I did for my spare tire. No more rust issues.

I simply sprayed some can bed liner. Before doing so I sanded down the hitch to rid the rust and give the bed liner something to hold onto
