Detailed question-Fuel spit up-tank wont vent-not evap solenoid

So I get the fuel splash at fill up. I have a P0446 CEL. I replaced the vent solenoid, and the fuel pressure sensor. I've blown out all the EVAP lines, and the small metal tube at filler neck. I've unplugged the evap line to the cannister and it still spilled, so I know its not the cannister. I dropped the tank and blew air into the tank from the fill neck --- and the tank just expanded. Air trickled out the rollover vale, but not very fast, and more air came out the evap side then came out the filler neck vent side. I ran bailing wire through the filler neck vent line ( both ends) when the tank was off -- all clear.

I'm wondering if the rollover valve is stuck shut. Rollover valve is not serviceable. Any thoughts before I buy a new gas tank? Thanks
