1997 1 ton no first gear???

Got a 97 1 ton with a 350 and an automatic, It is used to pull a cattle trailer and plow snow. I am in charge of minor repair and maintenance on this and 12 other similar trucks so I don't drive them. I happened to get in this one and plow snow for a couple hours and thought it seemed really underpowered,no complaints from the regular driver.After the season I dropped the plow and took a spin,noticed it was not shifting out of second,fluid was burnt. Dropped pan,changed filter,fluid and shift solenoid. now it shifts but will not go into first,starts in second every time.I do not feel it slipping or shifting weird. So now I am thinking it was in second gear when plowing too,this would explain what I thought was a lack of power. So is there anything else to try or am the owner looking at a rebuild??? Any help is appreciated,thanks.

im not surprised at all ,,,transmissions and internet almost always never should said in the same sentence ,,,

 

i rebuilt transmissions and i even have to say more has to be diagnosed ,,,off the top of my head second gear is when both shift solinoids have no power (so it can get you home when a power failure occurs)i could be wrong and i can look it up very quickly however i wont that trans has been worked ,the forward clutch is problematic at best ,i have rebuilt a zillion
