Rusted rear axle U-Bolts

Wondering if this is a common known problem -

 

A friend with a 95 K1500 had one of the U-bolts on the rear axle break. When he went to replace, he found all the U-bolts dangerously rusted due to the water and dirt that collects in the bracket under the axle. The rusted part of the U-bolts being down in the bracket where it is not visible.

 

I just went out and checked my 2011 and the brackets are standing full of water right now.

 

It is hard to believe there is no weep hole in the bracket and the design is the way it is.

It's normal, was the same way on my 1990, broke the bolts when they were taken off to change leaf springs.
