back registration fee's(california)

In Ca, you have to register the vehicle as PNO beforehand, you can't do it after the fact. If your registration becomes too late, you also lose the chance to register as PNO. If the fines have already accrued, I would be absolutely shocked if you were able to get them to waive them.

 

As far as the smog checks, definitely make sure it has had that before you buy, otherwise you are responsible for it.

 

California sucks, especially for anyone who enjoys vehicles. I've got a grey market 1979 Mercedes with a 6.9 liter V8, that thing is an absolute bitch to get passed on the smog check, and I get the pleasure of trying to do it every few years.

Here in eastern/southern Ontario, anything older than 1988 doesn't need an e-test (our version of a smog test). That totally sucks that they make you get them on older vehicles.
